New Details: Council Bluffs Shooting Over Tax Return

 A judge set bond at $1 million for the man accused of opening fire on a Council Bluffs mom and her children. Ronald Farr, Jr. is charged with three counts of attempted murder, two counts of willful injury, and one count of armed with intent to cause injury.

The Council Bluffs Police Department said Heather Wilson, 22, left her apartment Tuesday morning with her two children. She was getting into the car when Farr allegedly pulled up and opened fire. Wilson was shot eight times. Her 19 month old son was also shot. Her other child, 4, wasn't hurt.

Wednesday, KMTV obtained court records that included more details of the crime. They say Farr left the scene and returned to his home in Harlan, Iowa. They were able to locate his car from surviellence footage from a nearby neighbor. That footage remains evidence in the ongoing police investigation.

The records show Farr had also been to Wilson's apartment the day before and threatened her and the father of Wilson's children, Nathan Underwood, with a gun. An affidavit says that Farr's wife,Lisa, told police that he had given Underwood $6,000 from a tax return.

"He {Farr} cashed his tax return out on February 5th and gave his $6,000 dollars to the victim. He was under the impression he was going to receive something for that or have the money returned," Sgt. Chad Meyers with Council Bluffs Police said.

Police won't say what Farr was expecting to receive for $6,000. They would confirm the presence of drug-sniffing dogs at the crime scene. A second car was also towed.

The affidavit says Lisa Farr told police "she knows Ronald committed the shooting." Lisa claims the shooting was self-defense and Wilson had pulled a gun on Raymond Farr.

Farr's preliminary trial is set for February 22nd. He will be represented by a public defender.
